The Bureau: XCOM DECLASSIFIED เป็นเกมส์แนว Tactical shooter ซึ่งจะมีเนื้อเรื่องเกี่ยวกับนิยายวิทยาศาสตร์จากนอกโลก มุมมองของเกมจะเป็นแบบ Third-person shooter โดยจะมีแนวเกมส์ Strategy เข้ามาผสมด้วย เนื้อเรื่องจะเริ่มต้นในปลายปี 1962 ในระหว่างสงครามเย็นระหว่างสหรัฐอเมริกาและสหภาพโซเวียต แต่แล้วกลับมีภัยอันตรายที่ร้ายแรงกว่านั้นเกิดขึ้น ซึ่งก็คือเอเลี่ยนที่บุกเข้ามายังโลก! กองกำลัง Bureau of Operations and Command จึงได้ถูกจัดตั้งขึ้น (เรียกอีกอย่างหนึ่งว่า XCOM) เพื่อผนึกกำลังของสหรัฐเข้าด้วยกัน ผู้เล่นจะได้รับบทเป็น Willian Carter ควบคุมและสั่งการพลทหารในแต่ละภารกิจ พลทหารสามารถจำแนกออกได้เป็น 4 อาชีพ ได้แก่ Commando, Engineer, Support และ Recon ผู้เล่นจะต้องออกคำสั่งอย่างชาญฉลาดให้กับพลทหารของตนเพื่อหลีกเลี่ยงความตายของพลทหารเหล่านั้น เพราะถ้าหากทหารคนใดตายในภารกิจผู้เล่นไม่สามารถคืนชีพให้ใหม่ได้และทำให้ทหารคนนั้นๆหายจากเนื้อเรื่องไปเลย
