One Piece: Pirate Warriors 4 เนื้อเรื่องของเกมจะอิงจากหนังสือมังงะที่กำลังเข้มข้นเป็นช่วง วาโนะคุนิ ซึ่งนอกจากต้นฉบับเดิมแล้วจะมีการแต่งเพิ่มใหม่เพื่อใช้กับงานนี้โดยเฉพาะ ผ่านการปรึกษากับทางสำนักพิมพ์ชูเอฉะเจ้าของลิขสิทธิ์อย่างถูกต้อง เหมือนที่เคยทำกับเรื่องเสริมช่วงเดรสโรซาให้กับเกมภาคก่อน
ทางผู้สร้างเผยว่าตัวละครในเกมจะมีมากกว่า 40 คนพร้อมฉากคัตซีนเล่าเรื่องทั้งของเก่าและใหม่ นอกเหนือจากกลุ่มหมวกฟางแล้วก็จะมีทั้งโจรสลัดบิ๊กมัม เจลม่า ร้อยอสูร แถมยังยืนยันแล้วว่า ฮอว์คินส์ กับ ไคโด จะมาร่วมศึกแน่นอน
ในด้านระบบการเล่น จุดเด่นของเกมนี้คือของประกอบฉากที่สามารถทำลายได้ไม่ว่าจะเป็นต้นไม้หรือตึกรามบ้านช่อง และที่เพิ่มมาใหม่คือศึกกลางอากาศมีการขึ้นไปต่อคอมโบบนฟ้า ต่างจากภาคก่อนๆ ที่เป็นแค่ปุ่มกระโดดโจมตีธรรมดา
