I went into Device Manager (right-click My Computer, Properties, Hardware tab, Device Manager button), clicked Display Adapters, right-clicked and uninstalled ATI MOBILITY RADEON 9600/9700 Series. It asked to restart, and I did. The resolution was reduced to 640x480 as if I had uninstalled Catalyst normally, however, it was still installed, Device Manager and Add/Remove programs still showed it there. At this point dxdiag still said Direct3D functionality not available. I right-clicked the Desktop, clicked Properties, clicked the Settings tab and changed the resolution back to 1280x800. Now dxdiag said DirectDraw Acceleration, Direct3D Acceleration, and AGP Texture Acceleration were all enabled! My games work again!
